I heard someone ask this question at a roundtable the other day, so I'll repeat the answer that was given by a current Launchpad partner.
Go through your personal network on linkedin and see who is connected, even remotely, to anyone in a VC or angel group. Get coffee, catch up, and ask for the introduction down the line. Repeat as necessary over a series of months until you know 1+ person inside each angel/VC group you're targeting.
And definitely target. Some only invest in certain kinds of companies. You should figure out if you're a match on this level before starting the long networking process.
Not super easy or helpful, I know, but it's the boiled down version of the advice that was given by an Angel partner himself.
