Dino in business growth its Results...so the plan of how you get there - Strategy and flexible implementation of it - Tactics both are important. Which one your customers appreciate - (buy) becomes the most important .

I think the most important is strategy. You must have a coherent vision of where you want to be. This drives everything but keeps the business "honest"
