In my opinion it is Joomla. It is flexible, open source, has many extensions to provide additional features for your website and is very secure. Many popular websites are making use of this CMS like burger king, nikon, pizza hut, Harward university, linux. You can check for Joomla 3.0 its latest version.

Unfortunately, there is no FREE or EASY when it comes to your website and using a website builder. Most of these sites require that you sign a contract with them, enticing you with a certain amount of time for free then charging you for the life of the contract, which can add up. If you check the contract wording, you'll see that the only thing you will own is your domain name, and if you leave that provider the domain is the only thing you will get to keep - all your content will be lost. Then there's that "easy" thing. Building a website with no experience is not easy, no matter how many tools they give you. Sure, building your website yourself may cost you less than a professionally done website, but that's the key word here - professional. If you place a great amount of value in your business, why do you want to cut corners on the most important aspect of your online marketing?

I don't have the answer-- but I'd check out http://www.sitebuilderreport.com, they've got good quality reviews of a bunch of website builders (plus you can sort by ease of use)

I agree with Randy, Wordpress is really good. Besides you would probably take a look at Drupal and Joomla. They are all free, with big community of developers and users, free and paid addons, modules and plugins that will enhance your site in a few mouse clicks.
And all of them are easy to install once you have your hosting and domain ready.

Wordpress. Hands down. Technically, hosting can be slightly expensive, but there are places that will charge about $100/year to host and for your domain, have have a push-button wordpress installation.

Now, you'll get online for about $100-but you'll want to start saving up to have a designer make your site look good soon! That can and will make a significant difference.
